Technically to be classified as an epidemic, the illness needs to occur beyond the "normal" expectations for it in a given time and place. Because this can't be classified so easily, and because the symptoms can't be differentiated from a simple summer cold... Well, that's only a technicality on a title.

For all practical purposes, it is one. But a label doesn't give us a treatment.
