Technically to be classified as an epidemic, the illness needs to occur beyond the "normal" expectations for it in a given time and place. Because this can't be classified so easily, and because the symptoms can't be differentiated from a simple summer cold... Well, that's only a technicality on a title.

For all practical purposes, it is one. But a label doesn't give us a treatment.

Most people don't die from a summer cold. At least, not that I've heard of.

Even if it doesn't, shouldn't that be a clue that maybe it's the location causing the symptoms? There hasn't been news of this happening elsewhere, has there?

That's the problem in classifying it to compare to other areas. The symptoms are too generalized. Fatigue. Anemia. Death by something as vague as heart failure. Even with a flood of death certificates, the Health Department isn't ready to take action. No, they don't know what action to take... Ishida-san from the deparmtnet has prepared fliers to encourage people to come in if they have symptoms that differ even slightly from a summer cold, but that's...

It's a problem for a department to admit to a problem that nobody is ready to solve. Once they say something about it, it becomes their responsibility, too.

Not really efficient? Whatever the case may be, I hope you find an answer soon as possible.

I guess bureaucracy can be a problem in a lot of worlds.
